Request for Proposals (RFP) for Fiber Drop Services
Project Summary:
Harriman Utility Board (HUB), in partnership with Entrust Solutions Group, is currently engaged in a broadband fiber to the home project. This fiber network will pass all 7,317 electric customers of HUB with availability for connection. With an estimated 40% take rate, the projection is that approximately 2,927 Drop & Home Installs will be needed to onboard initial customers receiving the service. HUB and Entrust will utilize a Request for Proposal (RFP) process to select a Drop Installation Contractor for this project.
Bid Registration and Q&A Portal:
Interested bidders are encouraged to register for the bid by filling out an Intent to Bid (ITB) form. This registration will enable bidders to be invited to the Q&A portal as well as to receive any additional email instructions and correspondence during the RFP process. Tuesday, March 31, 2026, is the first day the form will be available to register. The Intent to Bid form and all RFP package documents will be made available for download below. The RFP package documents will provide a more detailed timeline for the RFP process as well as the fiber project.

Sealed Bid Public Open Deadline:
Bids for this RFP will be read publicly at the HUB Headquarters facility. Registered bidders will be invited to attend this Sealed Bid Public Open at the headquarters facility or by call bridge. Sealed bid packages containing physical copies of the bid documents must be submitted in time to be properly routed to the RFP facilitator by hand ahead of the public opening. All successful candidates in the running for this bid award must submit a sealed envelope in this fashion.

Request for Proposals (RFP) – Right of Way Clearing & Tree Trimming Services
Project Summary:
Harriman Utility Board (HUB) is seeking qualified contractors to provide power line right of way clearing and tree trimming services across its electric distribution system. Work includes vegetation management to support system reliability, public safety, and operational efficiency. Only prequalified contractors may submit bids.

Legal Notice Invitation to Bid: Harriman Utility Board (HUB) is requesting formal competitive sealed bids for right of way clearing and tree trimming services. To participate in this request for proposal (RFP), interested contractors must complete HUB’s prequalification application no later than Wednesday, April 1, 2026, 4:00 pm (EST). Only contractors approved through the prequalification process will be eligible to submit a bid and receive any additional information or addenda related to this RFP. Sealed bids must be received no later than Monday, April 20, 2026, at 10:00 am (EST), at which time all bids will be publicly opened and read aloud at the Harriman Utility Board office. All questions regarding this RFP must be submitted no later than Thursday, April 9, 2026 at 4:00 pm (EST).
